Linda
Smith has a broad background encompassing management, education,
and systems experience. She has worked both in higher education
and in government, where she spent more than 30 years in a
variety of assignments, many of which have called for a blending
of her diverse skills and knowledge. Her focus for much of
this
work was quality assurance and performance assessment.
She is an experienced team builder and leader for collaborative
projects with national scope involving not only government
personnel
but staff from partner State Agencies as well.
Ms.
Smith's formal teaching responsibilities were with Florida
State
University where she taught courses in Freshman English for two
years. However, her role as an educator extended throughout
her career at the Social Security Administration where she
created, designed and taught courses in computer system concepts
and usage, analysis for quality assurance and process evaluation,
and effective briefing design. She currently is serving as a
Teaching Assistant in two graduate courses in the Master of
Distance Education program at University of Maryland University
College.

Social Security Administration (SSA)

Final Position
Director of the Office of Data Analysis in the Office of Program
Development and Research.
Manager of a select group of senior analysts responsibile for
trend analysis, longitudinal database development, policy impact
studies,
and other special projects relating to program development for
SSA.
Prior
Work
Management
Senior staff project manager providing leadership and technical
expertise to agency inter-component teams for business process
redesign tests and evaluations of changes to SSA's disability
claims process to determine impacts on administrative costs (measured
in $Millions) and trust fund costs (measured in $Billions). Presented
project data to SSA executives and to State administrators at
national conferences. This work has received awards at the highest
levels in SSA: one Commissioner and three Deputy Commissioner
level citations. (1995-2002)
Branch chief for a staff of 18 analysts and technicians. Provided
ongoing quality assurance information for disability program managers
and SSA reports to Congress, and designed and conducted special
studies for the disability claims process to monitor quality and
make recommendations for improvement. (1993-1995)
Systems
Designed and developed numerous management information systems
using a variety of computer platforms and languages. Most major
projects were national in scope (1971-2002).
Examples:
Designed and produced a national Web site providing process
redesign project data to SSA and State partners.
Designed
and developed a generalized PC-based database management system
and support utilities to enable personal computers to be used
for mainframe-style data processing of large files.
Designed and developed a national distributed case control and
database management system for quality assurance reviews and
case processing for State Disability Determination Services
disability claims.
Performed research and development work for computers to aid
writers in assessing and improving readability of texts. Project
was reviewed by persons doing similar work at the Navy, Air
Force, and Westinghouse Corp. Carnegie-Mellon University extended
an invitation to speak in their lecture series on the subject.
